PROJECT MANAGEMENT ties strategic planning, process reengineering,
data / process modeling, joint application development, and education / training efforts together.
The project management task is less like building a pyramid -- as it is often depicted –
than it is like balancing the mobile. For input, there are resources – staff, equipment,
methods, tools, etc. – and time. Output is the desired function – at some level
of quality. The project is either hanging by a thin thread or a secure cable – depending
upon how risk is managed. One of the key responsibilities of the project manager is to balance
the customer’s infinite ability to expect with the team’s finite ability to deliver.
The mobile provides a paradigm for determining priorities; for example, the In-flight Air Traffic
Control system has quality as the number one priority and all other parameters must be resolved
so that the system is error-free. In every project, there are priorities that must be made explicit.
The mobile helps depict the tradeoffs.
